If it’s not nighttime, Kilton will not spawn, so rest at a nearby inn or make a campfire to advance time. The other thing you should know about Kilton and his shop is that it can only be accessed at night. We recommend fast traveling to the Zuna Kai Shrine to reach Skull Lake quickly.
